8(a) Sole Source Contracting Process

The SBA 8(a) Sole Source vehicle allows federal agencies to engage directly with certified 8(a) contractors, streamlining the procurement process. Under the program, agencies can award sole source contracts up to $4.5 million without the need for open competition. The SBA has established Memorandums of Understanding (MOUs) with federal agencies, enabling them to contract directly with 8(a) firms like FS Federal. 
 

Steps to Establish an 8(a) Sole Source Contract
  1. Prepare Requirements: The government program manager or designated official drafts a Statement of Work (SOW), estimates costs, and secures necessary funding.

  2. Select FS Federal: The government official identifies FS Federal as the contractor and submits a procurement request to the agency contracting officer.

  3. Submit Offer Letter: The agency contracting officer sends an Offer Letter to the SBA at both newyorkdo.do@sba.gov and dcofferletters@sba.gov.

  4. SBA Review: The SBA reviews and processes the Offer Letter and returns approval to the agency contracting officer.

  5. Proposal Submission: The contracting officer then forwards the SOW and RFP/RFQ to FS Federal.

  6. Negotiation and Award: FS Federal submits a proposal, which is reviewed, negotiated (if necessary), and awarded by the agency.
     

This process can often be completed within a few days, offering a highly efficient procurement method. FS Federal also has a strong working relationship with the SBA-assigned Business Opportunity Specialist (BOS), ensuring smooth communication and quick resolution of any questions related to the 8(a) program.
